Data access requirements - which version(s) of MDAC for Access on Windows 98

Let me rephrase a question for which I received no answer.

I thought dotnet requires MDAC 2.6 or later for data access. I have a dotnet
Windows app that uses Access. It won't run on Windows 98 unless I install
MDAC 2.5.
Does this mean I need to install both MDAC 2.5 and 2.6?

No, just install the latest version. However, if you are working with an Access database you will
also need the Jet 4.0 Service Pack.

Many thanks - although I wonder why this dependency wasn't recognized by
