cut off window

why is the right hand side of my windows (any
application) cut off. i cannot see the whole time in the
system tray or use the vertical scroll

some-one please help!

Adjust the settings on your monitor to better center the picture and/or
change the refresh rate your video card is outputting to it to better work
with your particular monitor..
