I imagine what the OP is getting at is that there is no option to define a
custom size for the label sheet in the New Label dialog. This being the
case, it is necessary to create an ordinary document template for odd-sized
labels. If the labels are a common size but that size is not available in
the "Page size" dropdown, it may be possible to force it to appear by
choosing another label of the same type. For example, the only way to create
a new size of roll or fanfold labels (as opposed to sheets) is to select one
of those label types before clicking New Label.
