Customized .oft rendering

I have some clients who want their sales force to have some rather customized
oft forms. As a web designer, I'm having trouble finding out how these work.
Must they first be published to an Exchange server with a public folder so
they will render correctly to recipients outside their domain?

I apologize if this is covered somewhere, but I've been looking for days for
some sort of information regarding this.

I believe that this project is doomed. You see, they want 7 different
customizable email form letters for 150 markets and they also believe that
this design must be completely renderable (if that's a word) in every
environment including the various webmail possibilities. Furthermore, these
..ofts must reside on each rep's desktop/laptop and they believe that this
"stationery" can be sent to the reps like attachments.

Look, I'm a former sys admin and it is just this sort of thing that I would
block from MY mail server because of the potential headaches.
