customize outlook

I can not open customize outlook. Itried the suggestion
in Microsoft Knowledge Base Article 820575. It did not
help. Any suggestions.
 
Nothing happens when you click on Customize Outlook Today,
even after changing the DWORD value as suggested in the
article.

I had to restart after I made these changes even though it wasn't
suggested in the steps.
