No, that is not it. The reason why it is greyed out because Outlook simply
doesn't have a Formatting toolbar. Once you are composing an email with
either Word or Outlook as the editor you can enable it as those screens have
a Formatting toolbar.

Answering years later - I hope JBK figured it out by now. But for anyone
else:
This may sound odd and a bit roundabout, but close Outlook and open your
WORD program; look in Tools, Customize, Options and be sure the option you
want is checked or unchecked there. Then open Outlook and see if you can
make
the change now. (What you want to do in Outlook is actually an option in
Word
- Outlook's mail message editor.) Good luck!
