Custom Toolbar

I would like to create a custom toolbar for my Access 2003
application. I have multiple forms in my app like:

Form1
Form2
Form3
Form4
Form5

When a user is on form one I would like Form4 and Form5 greyed out, so
that they can not access those forms. Is it possible to write code
that would "grey out" the buttons depending upon which form the use
was on at that time?
