Custom Templated Control in bottom of the form (like SIP or menu)

I would like to create my own templated control and would like to put the
icon in design time to the bottom of the design form (in Visual Studio 2005)
like MainMenu or SIP.

My questions are:

1) How to do, that control will be displayed in design time on the bottom of
the design window (in case it is dropped from Toolbox on the Form)
2) How to create my own design-time designer for that control

The control will be Container of the custom controls and will be used as
template of the Item of the list type control.

Creating a managed control would take a pretty long time to explain in a
