Custom Security not working

After applying a custom security settings on some machines
the settings do not syncronize in the favorites folder. I
assume that some form of local security setting is
preventing this but I don't know what. Any help would be
much appreciated.
 
The Outlook Security Settings folder should synchronize all by itself without the need to add it to the Favorites folder. You will need to synchronize twice -- once to create the synchronizing folder, the second time to populate it.
