Custom Page file doesn't stay after reboot

Dell Precision 380
P4, 1G RAM 80G HDD
Windows XP Pro SP2 all patched

I have a client which runs GIS that was getting VM errors. I decided to
bump the pagefile up for the time being. What I did was set to no page file
then after reboot I defragged then I set the custom size to 3000 min 3000
max. The pagefile.sys is then set and indicates the right size in explorer.

Once I reboot though the pagefile reverts to 1.5 x RAM and Windows
recognizes it as such. But when I go back in to the config area it is still
set to custom 3000 3000.

Seems like Windows keeps wanting to manage it even though I chose Custom.
Any ideas why this is not staying?

Did you click the "Set" button on the VM page???

Ya I've made that mistake before but not here. You can even go back i after
a reboot and see drive C has a custom assigned 3000-3000. But the screen
before that which shows the current PF size shows 15xx. Also the pagfile.sys
shows the smaller size as well.
