Custom Form created in Outlook 03 not working properly in Outlook

I posted this question a few days ago and now can't find the original thread
and my links to it aren't working properly. Here is the situation:
-A custom form was created in Outlook 2003. The form is attached to any new
Task
-When the task is initially created, the form is there in the task
-When the task is assigned, a user with Outlook 2007 is not seeing the
attached form at all. A user with Outlook 2003 is able to see the attached
form.
-Any forms that were created previous to the user having Outlook 07 are now
missing as well, but can be seen in Outlook 03

Please explain what you mean by "attached." That's not a concept usually associated with Outlook forms.

Is the form published in the Organizational Forms library with the "send form definition with item" box unchecked?
