What does it mean when a text says the following.
"You are required to define a custom culture based on an existing culture
and region"

I mean what is the point of create a custom culture when there already exist
an existing culture and region ?

"Based on" != "identical to".

If you want a yellow Audi A4 and the dealer doesn't offer yellow paint
as an option, do you build your own car that looks like an Audi A4 from
scratch, or do you buy a white Audi A4 and have someone paint it yellow?
The latter is what they mean by basing a custom culture on an existing one.

At least in theory you can create a new culture in two ways:
1) do everything from scratch
2) steal all the information from an existing culture and modify
the items you want different
