Custom Action - Macro

If I write a macro, how can I get outlook to run that
macro, dependant on (say) subject line of new emails?

Nearest I can see is in the "rules wizard". There is an
option in there for new rules to run a "custom action".
This is just an empty dropdown box. How do I create a
custom action? can a custom action execute a macro?

Any pointers in the right direction would be much
appreciated.

The Custom Action in rules wizard are only for Add-Ins that supply the
custom action to that dialog.

What you want to do is to check new messages as they arrive and if the
subject = X then do Z.

This will take a little more tweaking but still, you should get the gist of
it.
