CUSL2 won't boot- blinking power LED

My CUSL2 MB sometimes won't boot. It starts to power up, then within perhaps
0.5 to 1 sec it goes to standby (blinking power LED). When I do get it to
boot afterward, it sometimes goes directly to BIOS setup and says it
couldn't read the CPU speed (933 MHz) correctly. This seems to be dependent
on power supply load. If I disconnect some drives it happens less. The PS is
300W. I believe the total load on the PS is well within 300W.
Any ideas?
Thanks in advance,

With PSUs you may or may not have any correlation between what's on the
label and what's inside. Plus, when some capacitors have dried out
performance can also be degraded a lot. A good quality "300 W" PSU may
be vastly sufficient for a system like yours, while a cheap and nasty
one may have trouble with it. You get what you pay for applies here.
(Except when there's a real bargain, like the 250 W Fortrons that can be
had on Ebay here for EUR 11 or 12, respectively.)
