cursor stuck on one cell

Somehow the cursor is stuck on one cell. If I hit the up,
down, right or left arrow key, the whole sheet shifts
around but the same cell remains highlighted. I tried
freezing and unfreezing panes, that doesn't seem to be
the issue.

Please help.

Tom,

Turn off the Scroll Lock key, located above the HOME and END
keys.
