cursor keys in dos fullscreen mode

We have several machines running windows 2000, with some legacy dos apps:
running command.com in fullscreen mode on these machines makes the cursor
keys unusable - pressing the key one time makes ANY dos software receive
FOUR keypresses. I've tried DOSKEY, EDIT, a custom test program in Turbo C,
some Clipper apps. Only in fullscreen, the windowed ms-dos prompt works
fine. I've tried the latest service pack, a fresh W2K install, the latest MB
drivers, exchanging the graphics adapter with an AGP and a PCI graphics
card, using an USB keyboard, BIOS fiddling, to no avail. Any hint ??

I'll answer myself, the cause was one dumbfucking motherboard driver - with
the same bug in XP too: downloading the latest reference driver from the
chipset maker (SiS) more or less solved the problem.
 
I'm having the same problem. As far as I found out it is the f***ing SiS
AGP bridge driver that came with my ASRock mainboard CD. Trying to fix
the broken machines now...

Another follow-up: The problem is caused by a driver called WINIO.SYS (must be
similar to GIVEIO.SYS which caused the same troubles in the past). It is
installed by the mainboard driver disk (ASRock), not by the chipset driver
maufacturer (SIS). It has to be removed "by hand".
