Current default row height cuts off tops of data

My current default row height is 7 so it cuts off the tops of the data
characters making it difficult to read.
How do I set up the row height to always come in at 12.75?

Once I've manually set the height of a row, it'll stay that way until I change
or autofit it.

Maybe just selecting all the cells (ctrl-a (twice in xl2003)) and then
format|row|height???
