currency/number formats

In windows xp, though customized the currency / number
formats in regional options i., 12,34,56,789.11 format,
the same is not reflected in excel xp. Why?
 
My Win XP shows 123,456,789.00 in regional options. That's the default
setting. Why would you change that to 12,34,56,789.11? Is that some kind
of recognized numbering system? Can you give an example of data in Excel to
illustrate why you want Excel to recognize that regional setting from Win
XP?
