I use Word 2007 and found the following when using Ctrl+Shift+N:

a. if the cursor is in a paragraph (or paragraph text is selected
including the paragraph mark), the style changes to Normal and "direct
paragraph" formatting is removed, but "direct font" formatting is retained.

b. if some paragraph text is selected (but NOT the paragraph mark),
the only change is that the direct font formatting is removed from the
selected text.

I didn't expect behavior "b" -- since this is the same result as
Ctrl+Spacebar and since in behavior "a" the direct font formatting is
NOT removed.

You will get the same result if you select text that has had direct font
formatting applied (or a character style) and apply the Normal style via the
Quick Style gallery, the Styles task pane, etc. When you select less than all
the text in a paragraph and apply a paragraph style or a linked style, the
font formatting from the paragraph style or linked style will be applied but
not the paragraph formatting.
