Ctrl + Pagedown lock

Can you please help me to lock navigation through the sheets tabs using
ctrl+page down button
 
I have no idea how to do that, but maybe hiding the sheets you don't want users
to view would be an alternative?

i am now using that idea...but all knows this key...so they can easily
navigate to various sheets...
 
How can they navigate to hidden sheets by using CTRL + Pagedown?
