Ctrl-clicking in explorer causes massive slowdown

When trying to select multiple files in Windows Explorer by holding
down CTRL and clicking on files to highlight them, my system
repeatedly slows to a halt for 30-45 seconds. Also happens whenever
trying to ctrl-click to select things in lists in applications. The
problem happens every time no mattwer what folder or application i'm
in.

Any suggestions on what I can do?
 
Tried it. I found a few tracking cookies and such, nothing major.
the problem persists.
