ctrl-alt-delete problems

for somereason when ever i hit ctrl-alt-delete to try and
shut down a running program all that comes up is this
stupid cpu usage screen i cant figure out how to change
this back so that i can close any running programs, can
sombody help

Double-click at the top, just below the window border. Then click on the
PROCESSES tab
