I have windows xp. When I hit ctrl-alt-del, all I get is
a little green square in the bottom right corner and when
I try to put the pointer on it...it dissapears.

If the task manager does come up its only there for a
millisecond before it also dissapears
 
Do regedit and msconfig run? If they don't either you have some rogue
software running on your computer and it is disabling the means to see and
remove it.

Why don't you do a Run > CMD which will open a console window. In the
console window type "tasklist" without the quotes. You should see a list of
running processes, most of which are legitimate Windows programs. Look for
something that has a .scr extension, maybe wincfg.scr. If you can get to
that point, post what you see running.

Another thing you can do is a file search for anything with a *.scr
extension. Set up the search so it will do hidden folders. You might find
wincfg.scr or some other suspicious screen saver.
