CS1548 error

Does anybody know what this means?

error CS1548: Cryptographic failure while signing assembly
'E:\box\a23451\Flowsgram\obj\Release\Flowsgram.dll' -- 'Access is denied. '

Are you using the build command from the IDE or compiling via command line?
