Crystal Reports for VS.Net 2003

After creating a web report with the built-in CR for VS.Net 2003, the Toggle
Field View button on the Crystal Reports - Main toolbar is never enabled. In
a Windows Forms project for VB, it sometimes was disabled, but as I used the
report the toolbar button would eventually be enabled. I can't believe it is
this difficult to use this control. I just installed the most recent SP
(crnet11win_en_sp2.exe) for it but still no luck. How do I get it to work? I
have version 9.1.5000.0. The report works fine when I run the project, but
this toolbar button is never enabled in design mode. The Select Expert, TopN
Expert, etc. buttons work fine.
