Crystal Reports error: cannot find KeycodeV2.dll or invalid Keycode

I have a problem when install a Visual C#. Net application, using Crytal
Reports, under Windows98:
error: "cannot find KeycodeV2.dll or invalid Keycode"

You'll need to include the Regwiz Merge Module in your
setup app. In MergeModuleProperties, make sure your
License Key is set to your registration value...it should
look something like this (I'm changing my numbers slightly)
AAQ50GS00009ZE500BA. You can get this value from Help in
VS.NET in the About Microsoft Development environment
Dialog. In order to get this value, you must register
Crystal. If you have this MSM set up correclty, you'll be
good to go.

Err Msg: "Cannot find keycodev2.dll or invalid keycode" appears in VS
..NET

You have to register your Crystal Reports (its free)

Can somebody help me find how to run this wizard? when I just double
click the file it says that I have to run it from the help menu of the
application. So I start Crystal Reports and navigate to help menu, but
there's no option to start Regwiz Merge Module.
