Cryptographic service not working

Hi,

I am having a 'cryptographic service' problem with a PC. After i discoved
that I had Ms Blast and tried to install the patch, I got a message to say
that there was a problem with the 'update.inf' file and that the
cryptographical service might not be started, I check and even restarted it
but the patch still wouldn't install. I now find that I cannot upgrade the
AV software and that the likes of adaware won't complete its job.
Has anyone come across this problem? Will I need to reinstall the OS? are
there any tools that I could get to help solve it?
