Creating password for individual folder

Is it possible to create a password for an individual program folder? Any
possible way to restrict access to certain files without creating a new user
profile?

Not natively. You should be able to find third-party apps that will do
this. Otherwise, create a new user and deny them access to those files
and programs you want.
 
Only by putting the content in a Zip "folder" which is actually a
zipfile, otherwise 3rd party.
