Creating 'new' files ....How do you do that?

When you right-click on the desktop, a listbox comes up. Almost last
in the list box is an entry 'new'. When you click on that 'new' entry,
another listbox comes up. How do I modify this last listbox? I want to
remove stuff from it and add stuff to it. Thank you.
