Creating Internal Links in Outlook 2003

I would like to create a company email newsletter to be distributed using Outlook 2003 where headlines at the top of the message would be linked (with anchor links) to text deeper in the email. Have tried numerous approachs, but none seem to work. Does anyone know how to set this up in Outlook 2003

This will work when you use Word as the e-mail editor. You can then use the
Bookmark and Hyperlink options from within Word.
