Software settings such as Antivirus is usually a machine
setting. It will apply to all the users who log on to the
machine. One thing you can try is create a batch file
which can disable services (antivirus for one) and run it
at startup for the second login accont (put it in startup
folder) or run it manually with a single account to
terminate unwanted services or program. You can also
create two hardware profiles if you want to disable
certain hardwares to speed up your system.
