creating a new shell

hello
anyone pls let me know how we can create a new shell for windows XP ie how
to approach this problem ,what are the basic skills required and which tools
are helpful

This forum is for XP Embedded. Are using XP or XPe?

Any application can be the shell. In fact there is a whole movement out
there if you search for custom shells and logon screens for Windows.
