Creating a message service with outlook 2000 IMO

Is there a way to create a message service, other than INTERSTOR, with
outlook 2000 IMO? In that mode, it looks like outlook ignores mapisvc.inf.

You can't. MAPI is broken in that mode; that was one of the reasons why MS
got rid of it in Outlook 2002.
