Creating a drop down menu from scratch

I have been having difficulty adding a drop down menu in my
web page. It displays/functions correctly in the newer MS
and Netscape browsers but not in the older versions; it
basically has no function in the older ones.

Can someone give me some good free web sites to show step
by step on how to create drop down menus correctly in FP so
I can go thru step by step. I searched MS with no luck
already. I am a newbie so that may be part of the problem.

Any further help would be appreciated.

Define "drop down menu." It might help if you can point to a URL where you
have seen whatever you're referring to.
