Creating a document

Hi
I am trying to creat an electronic document with lines (survey). The thing
is i want people to type on the doucment and i don't want the lines to move.
I have tried using the forms tool bar and protecting the sheet, but still the
lines move down when we hit enter. Need all the help i can get.
 
Normally you would place a form field inside a table cell with a fixed
row height to prevent them from moving. A "line to type on" would then
be a horizontal border. Of course, if an entry is longer than a line,
this won't work, since text cannot wrap into a second table row.
