Create XP Image on 2 partitions using sysprep

I need to create 2 partitions (C and E each 8gb partition), install XP Pro on
each partition and sysprep each partition so when I restore the image, each
partition will restore as drive C and E and will automatically split the hard
disk in half.

Is there anyway to perform this without any 3rd party tools?
 
Your scenario is not supported by sysprep.
