Create mde form 2000 db ?

i have access 2003 installed and need to create a mde front end for my db
it says i cant unless i change the format to 2003, is there a work around
for this?

the front end db needs to be able to be in 97,2000 formats for whatever
user version they have.

The only workaround is to get a copy of Access 2000 (and Access 97 to create
the MDE in that format)
