You'll probably want to use a business card "label" layout, but regardless

Use the Excel method shown on the linked page to create a sequence. When
mailmerging create a *letter* merge into a two column table with the left
column cells forming the stubs and the right column cells the tickets. Add a
{Next}record field to the start of all the left column cells except the
first and the number field to both cells. The number will remain the same
for both cells in each row.
