Yes, if you are using FP 2003.
Format | Behaviors from the Insert dropdown choose your drop-down menu.

I don't hav FP2003, I have 2002. Any way to do it in that?

Is there a way to create a drop-down hyperlink menu with frontpage?
 
There is an add in from MS to do a JumpURL, or JumpURL with Go button.
 
Also that is a behaviour in FP2003 now - Behaviours are very handy for
little common things like that - and like preloading images!
