Crashing COmputer

I currently have 2 problems with my computer?
1) When I boot up it gets to the black backed boot up screen but doesnt get
to the blue one...I end up with just a black screen with a mouse cursor which
works but wont go any further.
2) When I am able to log on I cannot change resolution - when I click Apply
the computer goes off and reboots.

Any suggestions? I have tried restoring and repairing with the original
disc...

Do you have the proper drivers for your video card loaded? Do you have the
drivers for your motherboard loaded?

At this point ,I suggest boot into Safe Mode and then do a clean boot
