cpu useage

hello please can someone help me every time i open a program like
notepad/internet browser or any other program my cpu runs at 100% should this
happen or do you think some thing is wrong if so any ideas i have a p4 3.06
cpu and 768 mb i have scanned for virus/spy ware and i have just reinstalled
xp any help appreciated thankyou
