CPU here is a 3G Pentium IV on an Asus board.

ASUS Probe (a reporting tool) indicates the following...

External clock 200Mhz
Max Speed 4000
Current Speed 3000

Does this mean that the CPU can be overclocked to 4G?
 
Sure, if you like blue screen errors and burned out processors....

Not if you want it to live long.

Probably not to 4 GHz. But which ASUS motherboard? And just how
much "extreme" hardware already exists in it, viz., PSU, make of
RAM and characteristics, video card, etc. Typically, the cost of
making overclocking possible sometimes exceeds that for a CPU at
that speed...running without all of the other problems related to
an over-clocked FSB.
