Check motherboard CR2032 ? / CMOS backup battery, and wade through BIOS
settings and check they're correct, and make particularly sure that your
voltage /FSB and clock multiplier settings are correct. ...and check that
your case is not bunged up with dust !
if you have cool & quiet enabled in the bios, might be the cause.
the cpu speed goes up and down by need and/or heat.
as was recommended, check your computer to make sure its innerds are clean.
canned air is good for getting rid of dust bunnies.

I have a system here which on cold boot reads the CPU as 1100 then after the
first reboot it reads it as 3200+
