CPU performance hotfix

Since a previous experience resulted in a somewhat lengthy runaround, and
failed to resolve a problem, I was hoping for a shortcut.
My issue is cynicism, not lack of comprehension.

I can't address your previous problems with Microsoft, but calling for a
hotfix is quick and easy. You will simply tell the person that you have
a computer that has the symptoms in Knowledge Base article [insert
number] and you need hotfix [insert number]. You will not ask about any
other issues nor will you mention anything about the computer.

The MS person will ask you for an email address and you will give them
one. In a few minutes you will receive an email with a download link to
a password-protected zip file and the password for that file.

MS International Support -
http://support.microsoft.com/common/international.aspx

There is no other way to get a hotfix.

one of the reasons (could) be that Microsoft wants users not to install
certain hotfixes "for the sake of installing"
At least when you need to call them to get it, you will actually think
twice....or at least lets hope so

it is sort of a protection of the user, against themselves.

the fact that it actually doesn't cost you, and that they are happy to send
it to you... is a good thing ... (in my book)

They explain quite clearly why hotfixes must be called for - the
hotfixes do not get the same amount of testing in the field that
regular patches do. Also, as you have been told, the hotfixes are for
very specific problems and Windows users are notorious for downloading
*everything* offered by MS. There is a high probability that people who
did not need the hotfixes - and whose systems might be damaged by
installing an unneeded hotfix - would do so. That would increase the
calls to MS support.

I'm sorry if you don't like these facts of life, but there they are. You
can always use another operating system. I'm not saying this to be mean
to you, but there is no point in whinging about things you cannot
change.
