CPU fan/ XP performance paranoia

Hello again, oh' those that know

I have recently recovered my computer from a long period of disaster after disaster to arrive with a new, clean, tight and fast instilation of XP Home on a two year old Dell laptop with a brand new hard drive.

But something seems very, very wrong. When ever my CPU fan starts up (obviously to cool my CPU,) my system seems to lag. I know that hot CPUs are 'bad' and that fans working are 'good' but the problem is that once the fan starts

In NEVER stops.

And, as its running, it probably is cooling off the CPU, but my system just keeps getting SLOWER and the fan just keeps getting LOUDER. If I shut my computer off and turn it on immediately, it starts up with no fan and no lag. So I know that my troubles have little to do with the physical tempurature of the CPU

After trying to convince myself that this is 'no big deal' I'm starting to get a bit worried, and now I'm at the point that I have to shut down my computer every time my fan kicks up because I now think of it as an error

Opinions, advice or psyciatric recomendations, please, in post

PS: Sorry if this is the wrong forum, but I find that any issue I have might be applicable to any number of them
Does anyone else see this newsgroups structure to be a bit counter-intuitive?

is this a desktop or laptop?
if a desktop the cpu fan should start as soon as you turn
on the computer and stay on unless you are working in a
cold storage locker!

Try replacing the fan. Sounds like the bearings- bushing are going out on it which makes it take more power to run, which robs the power from the rest of the machine, which would show it down.
