What does this mean and how can I stop it from happening? I am not using
Access when this message pops up.

If the cp_main database *IS* an Access (JET .mdb, or ACE .accdb) database, it
probably means that it has reached its 2 GByte size limit and needs to be
compacted. There are tools with Access to do so (Tools... Database
Utilities... Compact and Repair) or you can do so with the /compact command
line switch. If there are actually 2 GByte of *data* in the database (as
opposed to 100 MByte of data and 1900 MByte of unrecovered waste space) this
won't help, and Access would appear to be the wrong storage medium for your
needs.

This isn't exactly an Access system message I don't think. The usual
symptom of an Access database exceeding the 2 Gb file size is a
different and misleading message. Although I forget what it is right
now.

Is it coming from another program? If so talk to the other systems
software vendor.
