Country code added

I am using Outlook 2000. When I enter a new contact phone number or edit an
existing one, Outlook adds +1 to the phone number. For example, it changes
(213) 555-9999 to +1 (213) 555-9999.

How do I stop that from happening?

Uncheck that option in Outlook's Dialing options.
Contacts > Actions > Call Contact > New Call... It's right there.
