COUNTA not adding correctly.

=COUNTA(F25:F31)

Within this range I have 3 entries yet the total adds to 4, When I highlight
the bar with the formula in it it shows the range from F23- F29 it
highlights in a blue border.
I tried `clear contents ` but still showing a total of 4 when it should be
3.

Any ideas?
