Count Down Timer

Greetings,

I am a soldier currently deployed in the Middle East. We are just about
done with our mission.

I use Outlook everyday and thought it would be nice to see some kind of
count down timer on my "Outlook Today" page.

Is this even possible? The idea would be that this is an active countdown
clock/timer.

No, Outlook cannot do this. You would need a third party program such as a timer program. Google for one - there are many out there and some are free.
