"Could Not Use <username>. File Already in use"

I get the following message when I try to open a secured
Access 2002 database via a shortcut. I have been using
this same shortcut for years without this error.

"Could Not Use <username>. File Already in use"

The <username> is whatever I put for the /User switch on
the command line.

What is the best way to handle this?

I fixed this. I had the network guys look up who had the
file opened exclusively and had that person restart their
PC - it worked. What would cause the security file to get
an exclusive lock like this? Is there a way to prevent
this?
